Sustainability of Debt: Theory and The Behavior of Turkey Debt

Abstract (2. Language): 
The sustainability of government debt is examined in this paper by testing for cointegration of government spending and tax revenue. Tests show that, recent spending and taxing policies of the government ensure the weak government’s intertemporal budget constraint. But because of government spending is growing more rapidly than government revenue, it needs to change the fiscal policies.

Bu çalışmada, borçların sürdürülebilirliği dönemler arası bütçe kısıtı dikkate alınarak araştırılmıştır. Yapılan eşbütünleşme analizi ile kamu harcamaları ile vergi gelirleri arasında uzun dönemde bir ilişki bulunmuş, ancak kamu harcamalarının vergi gelirlerinden daha hızlı artması nedeniyle maliye politikalarında değişiklik yapılması gerektiği sonucuna varılmıştır.
