The competition about receiving foreign direct investment (FDI) towards countries has increased with the concentration of the globalization. This is the most important reasons for the increase in FDI competition, they provide one of the positive contributions that host countries. Nowadays, investment promotion agency (IPA) has been established to catch more FDI in many countries. These agencies give institutional help to foreign investors and all kinds of problems faced by the country on hand to advise. The aim of this study is to estimate the effects of IPA’s on FDI’s by employing unbalanced panel gravity model and than study the diversity of the existing literature reveals that this feature. These results will be used to assess the success of IPA’s toward their main goals.

Küreselleşme olgusunun yoğunlaşması ile birlikte ülkeler arasında doğrudan yabancı yatırımları (DYY) (foreign direct investment, FDI) kendi ülkesine çekme rekabeti giderek artmıştır. Bu rekabetin artmasındaki en önemli sebeplerden biri DYY’lerin gittikleri ülkelere sağladıkları olumlu katkılardır. Günümüzde çoğu ülkede daha fazla DYY çekebilmek amacıyla yatırım promosyon ajansları (YPA) (investment promotion agency, IPA) kurulmuş bulunmaktadır. Bu ajanslar, yabancı yatırımcılara kurumsal anlamda yardımcı olmakta ve ülkede karşılaşacakları her türlü sorunlarda danışmanlık yapmaktadırlar. Bu çalışmanın amacı YPA’ların DYY akımları üzerinde nasıl bir etkisinin olduğunu dengesiz panel veri uygulamalarından çekim modeli ile tahmin etmektir. Bu özelliği çalışmanın mevcut yazından farklılığını ortaya koymaktadır. Buradan hareketle çalışmada, YPA’ların kuruluş amaçlarını yerine getirebilme başarılarına dair bir değerlendirme yapılmaktadır.
