INSTITUTIONALIZATION OF ENDEAVOURS OF ATTRACTING FOREIGN DIRECT INVESTMENT: INVESTMENT PROMOTION AGENCIES

Many countries in the world struggle and compete in order to attract foreign direct investment (FDI). In this process, they have started to generate institutions called investment promotion agency (IPA). IPAs ensure endeavours of attracting FDI to proceed as a specialized institutional activity. The main functions of IPAs are to improve the image of the countries’ investment environment to increase FDI, to give service to investors and to provide them with political support. IPAs can be established as private, public or semi-public institutions. IPAs which are founded at the national level have, in a short term, compose international organizations such as WAIPA, ANIMA, AfrIPA, EuropeanIPA, and they have become an important means of economic development.

Dünyada pek çok ülke doğrudan yabancı sermaye yatırımlarını çekebilmek için çaba sarfetmekte ve bu amaçla rekabet etmektedirler. Bu çaba ve rekabet sürecinde son yıllarda yatırım promosyon ajansı (IPA) denilen kurumları oluşturmaya başlamışlardır. IPA’lar doğrudan yabancı sermaye çekme çabalarının uzmanlaşmış kurumsal bir faaliyet olarak sürdürülmesini sağlamaktadır. IPA’ların temel fonksiyonları ülkenin yatırım ortamı imajını geliştirmek, doğrudan yabancı sermaye yatırımlarının arttırılmasını sağlamak, mevcut yatırımlarda yatırımcılara hizmet sunmak ve her aşamada politik destek sağlamaktır. IPA’lar özel, kamusal ve yarı kamusal bir kurum olarak kurulabilmektedirler. Ulusal düzeyde kurulan IPA’lar kısa bir süre içinde WAIPA, ANIMA, AfrIPA, EuropeanIPA ve IPANET portalı şeklinde uluslararası organizasyonlar oluşturmuş ve pek çok ülkede ekonomik kalkınmanın önemli bir aracı haline gelmişlerdir.
