The Deterrent Effect of Perceived Punishment on Illicit Drug Use: A Field Study in High Schools of Bursa

Deterrence theory has been a highly influential criminological perspective on the criminal justice systems in the world, particularly in the USA and European countries for the last two hundred years. Despite many international studies on validity of the deterrence theory, there is a lack of empirical research in Turkey. With this study, we aimed to test deterrence theory with its certainty, severity, and swiftness components through a survey on a sample of 500 high school students from Bursa to see whether deterrence based school policies have any impact on illicit drug use among these students. The results of the multiple logistic regression analysis showed that there is a negative relationship between perceived high probability of the detection of a drug user by the school administration and substance use. In other words, the most important factor that keeps students away from drug use is the high probability of detection by the school administration. Further, the findings revealed that female students are less likely than males, and students of high risk schools, which were identified as having a rate of violence, non disciplinary behaviors and criminal incidents, are more likely than students of lesser risk schools to use illicit drugs. In conclusion, several policy implications are suggested regarding illegal drug use in schools.

Son iki yüz yılda ABD ve Avrupa ülkeleri başta olmak üzere dünyanın pek çok ülkesinin geçerli ceza adalet sistemleri üzerinde etkili olmuş önemli bir kriminolojik görüş olan caydırıcılık teorisinin geçerliliğine ilişkin yapılan pek çok uluslararası araştırmaya rağmen, Türkiye’de bu konu ampirik çalışmalara konu olmamıştır. Bu çalışma ile caydırıcılık teorisinin kesinlik, şiddetlilik ve hızlılık ilkeleri çerçevesinde Bursa ilinde lise öğrenimine devam etmekte olan toplam 500 öğrenci üzerinde bir anket uygulanmış ve cezaların uyuşturucu kullanımı üzerindeki caydırıcı bir etkisinin olup olmadığı test edilmiştir. Çoklu lojistik regresyon analizi sonuçları, uyuşturucu madde kullanan birisini okul idaresinin fark etme olasılığının yüksek olduğuna ilişkin kanaat ile madde kullanımı arasında negatif bir ilişkinin olduğunu göstermiştir. Yani, öğrencileri uyuşturucu madde kullanmaktan uzaklaştıran en önemli faktör okul yönetiminin bu durumdan haberdar olması çıkmıştır. Araştırma sonuçları ayrıca, kız öğrencilerin erkek öğrencilerden daha az uyuşturucu kullanma olasılığının olduğunu; disiplinsiz davranışların, suç ve şiddet olaylarının yüksek olduğu okullarda bulunan öğrencilerin de diğer okullarda bulunan öğrencilere göre uyuşturucu kullanma oranının daha yüksek olduğunu ortaya koymuştur. Makalenin sonuç bölümünde araştırma bulgularının okullarda suç ve madde kullanımıyla mücadele noktasında işaret ettiği bir takım öneriler sıralanmıştır.
