Integrated border management (IBM) model has been recognized in Turkey within the process of her accession towards the Euro-pean Union (EU). Thus, the term is regarded as peculiar to EU, both in the fields of security and EU studies. However, the model, which simply refers to an innovative and facilitator approach in border management, has long been successfully implemented in the various regions of the world among nation states. It was not until 2001 that the EU has comprehensively embraced the model, and commenced its feasibility actions. But, the implementation of the IBM model, which is complicated enough as a border man-agement model, has become more complicated at the EU level, be-cause of the structural characteristics of the EU. Today, with the adoption of the Schengen Borders Code, the foundation of Frontex and the establishment of Rapid Border Intervention Teams, the model, of which framework was clearly designated by the Hague Programme of 2004, is being implemented at a level not only guid-ing the border policy of the EU but also its political future.

Entegre sınır yönetimi modeli, Türkiye‟de Avrupa Birliği üyelik süreci ile tanınmaya başlanmıştır. Bu sebeple gerek güvenlik alanındaki gerekse AB düzeyindeki çalışmalarda sıklıkla kullanılmaya başlanan kavram, Avrupa Birliği‟ne özgü olarak ele alınmıştır. Ne var ki sınır yönetiminde yenilikçi ve kolaylaştırıcı bir yaklaşımı ifade eden model, 1990‟lardan itibaren dünyanın değişik bölgelerinde ulus devletlerarasında başarıyla uygulanmıştır. AB‟nin entegre sınır yönetimi (ESY) modelini bütün olarak benimseyip uygulamaya sokma gayretleri ise 2001 yılına tekabül etmektedir. Başlı başına oldukça karışık bir sınır yönetim modeli olan ESY‟nin AB seviyesinde uygulanması ise AB‟nin kendisine has yapısal özellikleri sebebiyle daha da karmaşık hal almıştır. 2004 Lahey Programı‟nın Birlik için net bir şekilde çerçevesini çizdiği bu model, bugün, kabul edilen Schengen Sınırlar Kodu ve ihdas edilen Avrupa Sınır Örgütü ve Acil Sınır Müdahale Timleri ile sadece AB‟nin sınır yönetimi politikasını değil, siyasal geleceğini de şekillendirecek bir seviyede uygulanmaya başlanmıştır.
