Conflict is a phenomenon with an ever increasing importance which, almost all the organizations face with. Conflict management is the activity shaping this phenomenon in line with the organizational goals. Despite plentiful studies conducted on various organizational levels in the literature in our country in this management field, the number of studies conducted on the level of illegal armed organizations is scarcely any. Conflict management activities on this kind of organizations in the world for the last quarter century is conducted under the topic of “Disarmament, demobilization and reintegration” (DDR). A considerable amount of knowledge accumulation is formed throughout the world. In this study, for a successful conflict management regarding illegal armed organizations, some lessons to be taken from DDR programs conducted in the world are tried to be put forth. In this way, it is aimed both to fill a gap in the literature in our country and to shed light on the practices on this issue.

Çatışma, hemen bütün örgütlerin yüz yüze olduğu ve önemi giderek artan bir olgudur. Bu olguyu örgüt amaçları doğrultusunda şekillendiren faaliyet, çatışma yönetimidir. Bu yönetim alanında ülkemizdeki akademik yazında, muhtelif örgüt düzeylerinde pek çok çalışma yürütülmüş olmakla birlikte, ülke çapında faaliyet gösteren yasadışı silahlı örgütler düzeyinde yürütülmüş çalışmaların sayısı yok denecek kadar azdır. Dünyada, son çeyrek asırda bu tür örgütler üzerinde yürütülen çatışma yönetimi faaliyetleri, “Silah bıraktırma, tasfiye ve bütünleştirme” (STB) başlığı altında yürütülmektedir. Bu konuda dünyada hatırı sayılır bir bilgi birikimi oluşmuştur. Bu çalışmada, yasadışı silahlı örgütlerle ilgili başarılı bir çatışma yönetimi için, dünyada yürütülen STB programlarından çıkarılabilecek bir takım dersler ortaya konulmaya çalışılmıştır. Bu surette hem ülkemiz akademik yazınında bu konudaki bir boşluğu doldurmak hem de bu konudaki uygulamalara ışık tutabilmek amaçlanmıştır.
