In this study, low scores of Turkey in PISA were evaluated with respect to the contextual factors of Finland’s success. Th ree factors that aff ect Finnish success such as schools, teachers and administrators’ roles in educational processes and teacher training were investigated in the study. Face to face interviews were conducted with twenty teachers and educational administrators. Th e content analysis was used to analyze the data. Teacher professionalism, extracurricular activities, internal and external evaluation, support for education, exams prepared by teachers, rewarding practices and adaptation of change were evaluated and some recommendations were made for researchers, practitioners and policy makers.

Bu çalışmada, Finlandiya’nın PISA başarısına etki eden faktörler bağlamında, Türkiye’nin bu sınavlarda yaşadığı başarısızlığın nasıl açıklanabileceği araştırılmıştır. Zira 2000 yılından beri ve üç yıllık döngülerle yapılan bu uluslararası sınavda Finlandiya’nın aksine Türkiye düşük puanlar almıştır. Finlandiya’nın başarısında okul, öğretmen ve eğitim yöneticilerinin eğitim sürecindeki rolleri ve öğretmen eğitimi şeklindeki üç faktör ölçüt alınarak 20 öğretmen ve eğitim yöneticisi ile derinlemesine görüşme yapılmış ve elde edilen veriler içerik analizine tabi tutularak bir takım sonuçlara ulaşılmıştır. Bu sonuçlara göre, öğretmen profesyonelliği, müfredat dışı etkinlikler, iç ve dış değerlendirme, destekleyici bir eğitim, öğretmenlerce hazırlanan sınavlar, mevcut ödüllendirme uygulaması, yeniliklere uyum konuları değerlendirilmiştir. Çalışmanın sonunda, bu ve benzeri birçok bulgu göz önünde bulundurularak araştırmacılar, uygulayıcılar ve politikayı belirleyenler için bir takım öneriler sunulmuştur.
