Abstract (2. Language):
Recovery of losses incurred by the people of the dangers of social security is defined as the ideal of the areas that are being discussed all over the world in recent years.

İnsanları uğrayacakları tehlikelerin zararlarından kurtarma ideali olarak tanımlanan sosyal güvenlik son yıllarda bütün dünyada tartışılan alanların başında gelmektedir.
Sanayi Devrimi ile başlayan ve İkinci Dünya Savaşı sonrası şekillenen sosyal güvenlik sistemleri 20.yüzyılın özellikle son yirmi yılında yaşanan hızlı gelişmelerle birlikte yeniden yapılanma ve değişim süreci içine girmişlerdir. Bu süreç gelişmiş ülkelerden başlayarak tüm dünyada etkisini göstermektedir.
Sanayi toplumunun ihtiyaçlarını karşılamak üzere geliştirilen günümüz sosyal güvenlik sistemleri, gelişimini İkinci Dünya Savaşı sonrası ortaya çıkan iktisadi, sosyal ve siyasi ortamın sunduğu imkanlar ve sağladığı olumlu atmosferde sağlamıştır1. 1973'ten sonra petrol fiyatlarındaki hızlı yükseliş, yatırımların azalması ve ekonomik büyümedeki yavaşlama sonucu işsizliğin gelişmiş ülkelerde ciddi oranlara ulaşması ekonomik verileri olumsuz etkilemiştir. Kuşkusuz ekonomik yapıda yaşanmaya başlayan bozulmalar sosyal güvenlik sistemlerine de menfi etki yapmıştır.
