Dünyada 1980'lerde başlayan ekonomik yeniden yapılanmanın sosyal alanda gerçekleşmemiş olması toplumsal yapılanmayı ve gelişmenin bütününü etkileyerek bu alanda yeni İhtiyaçlar ortaya çıkarmıştır. Söz konusu ihtiyaçlar gelişmiş ülkelerde de yoğun bir şekilde hissedilmektedir. Gelişme toplanı servetteki artışın yanında toplumsal refahda da dengeli bir dağılımı gerekli kılmaktadır.
Teknolojik gelişmenin bilgiye, bilginin de öncelikle doğrudan insana yapılan yatırıma dayanıyor olması, sosyal gelişme alanındaki yetersizliklerin maliyetini artırmaktadır. Ayrıca, toplumda sosyal parçalanma doğrultusunda belirli eğilimler, bölgeler arasındaki farklılıkların artması, işsizlik nedeniyle gençliğin azımsanamayacak bir bölümünün toplumun genel gelişme mecrası dışında kalması gibi tehlikeler ve bunların yol açtığı hoşgörüsüzlük, şiddet ve ırkçılık uygulamaları ülkelerin gelişme perspektifleri üzerinde önemli bir tehdit oluşturmaktadır.
