Sosyal Siyaset Enstitüsünün Türkiyesizin 50'nci kuruluş yılı dolayısıyle tertip ettiği seri konferanslar programında bendenize görev tevdi ettikleri için idareci ve organizatör enstitü mensuplarına şahsen ve teşkilâtım adına minnet ve şükranlarımı arzetmeyi bir borç bilirim.
Hiç şüphe yok ki, kıymetli araştırmala-riyle isim yapmış Sosyal Siyaset Enstitüsü ailesine, benim yeni şeyler getirmem mümkün ol-mıyacaktrr.
v Sizlere ancak dağar çığırtıdaki -ağırlığı
görgü ve tecrübeye dayanan- bir kuru ekmekle bir parça peynir ikram edebileceğim. Bu konuşmamı hazırlarken j Konfüçyüs!ün "Araştırmaşız fikir ve düşünce t eh 1 i kel i, fikir ve dü şünce-s iz araştırma yarım ve kurudur" sözüne mümkün olduğu kadar sadık kalmaya, ancak, araştırmalarımda Sosyal Siyaset ailesi fertlerinin e¬serlerinden uzak durmaya gayret ettim. Fakat böyle bir konu üzerindeki araştırmalarda camianızın değerli öğretim üyelerinin eser ve fikirlerinin tamamen dışında kalabilmek mümkün değil, işte bu nedenle, zaman zaman konuşmalarım bildiklerinizin tekrarından ibaret kalırsa , peşinen affinizi rica ederim.
