Information and communication technologies have improved human life, and the computer plays a leading role in this improvement. Hardware and software are the two basic parts of the computer. “Hardware” is a term used to define the physical components of computer system and “software” describes the digital tools used to operate computer hardware. Software piracy is one of the copyright infringement types and has a direct impact on the sales and profits of the software companies, tax revenues of countries. Although Turkey signed the same agreements as both the U.S. and the EU and was provided a similar level of protection, its software piracy rate had a far discrepancy in comparison. In this study, based on previous studies, differences between software piracy rates among the United States, European Union and Turkey is explained under four factors.

Bilgi ve iletişim teknolojileri insan yaşamını geliştirmiş ve bilgisayarlarda bu gelişimde önemli bir rol oynamıştır. Donanım ve yazılım bilgisayarın iki temel parçalarıdır. “Donanım” bilgisayarı oluşturan fiziksel parçalar olarak adlandırılırken “yazılım” bu parçaların kullanımını sağlayan dijital araçlar olarak tanımlanmaktadır. Yazılım korsanlığı sanal korsanlık türlerinden biridir ve yazılım şirketlerinin satış ve karlarına etki etmesinin yanında devletlerin de vergi kaybına neden olmaktadır. Türkiye’de, ABD ve AB üyesi ülkeler ile benzer anlaşmalar imzalanmasına ve benzer seviyede hukuki koruma sağlanmasına rağmen korsan yazılım kullanımında ABD ve AB ülkelerine kıyasla büyük oranda farklılığın olduğu gözlemlenmektedir. Bu çalışmada, önceki çalışmalardan elde edilen bulgular dikkate alınarak yazılım oranlarındaki bu miktardaki büyük fark dört başlık altında analiz edilmektedir.
