Human capital which is one of the cornerstone of endogenous growth models plays an important role in explaining macroeconomic performance and competition among regions. Within this study, in order to measure the competence of existing human capital, “Pyramid Model” and the evaluation indexes system of human capital competence are used. Human capital competence of Turkey’s regions which are included NUTS 1 is analyzed by principal component analysis. According to the findings of the study, the region which has the highest human capital competence is İstanbul Region, and the region which has the lowest human capital competence is Northeast Anatolia Region. Another important result obtained from the study is that the human capital competence is substantially parallel to socio-economic development.Abstract (Original Language):
İçsel büyüme modellerinin temel taşlarından biri olan beşeri sermaye birikimi, bölgelerin makroekonomik performansının ve bölgeler arasındaki rekabetin açıklanmasında önemli bir yer tutmaktadır. Çalışmada mevcut beşeri sermaye yeterliliğini ölçmek amacıyla “Piramit Model” ve bu modele dayalı olarak oluşturulan beşeri sermaye yeterliliği değerleme endeksleri sistemi kullanılmıştır. İstatistikî Bölge Birimleri Sınıflandırılmasına göre Düzey 1’e dahil olan Türkiye bölgelerinin beşeri sermaye yeterliliği, temel bileşenler analizi vasıtasıyla analiz edilmiştir. Çalışmadan elde edilen bulgulara göre; Düzey1 bölgeleri arasında beşeri sermaye yeterliliği en yüksek olan bölge İstanbul Bölgesi iken, en düşük olan bölge Kuzeydoğu Anadolu Bölgesi’dir. Çalışmadan elde edilen diğer bir önemli sonuç ise, beşeri sermaye yeterliliğinin sosyoekonomik gelişmişlik ile büyük ölçüde paralel olduğudur.
