Bölgelerararası kalkınma farklılıklarının giderilmesinde, bölgesel planlama ve bölgesel kalkınma ajansları yaklaşımı, gelişmişülkelerde yıllardan beri etkin bir araç olarak kullanılmışve önemli sonuçlar elde edilmiştir. Gelişmekte olan birçok ülkede olduğu gibi Türkiye’de ise çeşitli nedenlerle bölgesel planlama ve bölgesel kalkınma ajansı yaklaşımı rağbet görmemişve bunun yerine ulusal ölçekteki planlı kalkınma modeli kapsamında “kalkınmada öncelikli yöreler” uygulamasına ağırlık verilmiştir.Ancak, bu modelin arzu edilen gelişme hızını sağlayamadığı ve bölgelerarası gelişmişlik farklılıklarını gideremediği anlaşılmıştır. Bu nedenle, klasik geri kalmışyöre kavramının terk edilmesi ve ulusal kalkınma planlarında öngörülen politikaların yerel ihtiyaçlara cevap verebilmesi ve yerel eylemlere dönüştürülebilmesi için “bölgesel planlama” kavramına geçilmesi, teşviklerin bölgesel plan disiplini içinde ve her bölgenin kendi özelliğine göre bölgesel kalkınma ajansları tarafından belirlenmesi zamanı gelmiştir.

The approach of regional planning and regional development agencies has been used as an effective tool in developed countries for years, to decrease the differences among the development levels of regions. In Turkey, however as in many other developing countries, regional planning and regional development agency approach was not adopted for various reasons. Instead of this approach, the concept of “priority development areas” has been used within the scope of the planned development model at national scale. However, it is realized now that this model did notcreate the desired growth rate and did not decrease the differences among the development levels of different regions. Therefore, it is time now for putting aside the classical concept of underdeveloped regions and, to start to use the concept of “regional planning” in order for the policies foreseen in the national development plans to meet the local needs and to determine the incentive measures in a regional plan discipline and in compliance with the specific feature of each region. In this article, the need to use the regional planning model has been studied and functions of the regional development agencies as a significant tool in implementation of this model have been analysed.
