Abstract (2. Language):
Short-time Work and Payment for short-time working are tools tool of
employment policy which gives a right to employer to diminish
workers’ working hours and to dismiss them. That implementation
which is accepted as a passive recruitment policy has not been taken
seriously even for the five years since it has been issued. The reason
for this can be legal arrangement but not that of the power of the
economy. Should the problems originating from legal arrangement,
the problems of unemployment and its negative effects to employment
can be overcome.

Kısa çalışma ve kısa çalışma ödeneği olağanüstü durumlarda işverene
çalışma sürelerine azaltma ya da işçileri geçici olarak işten çıkarma
hakkı tanıyan bir istihdam politikası aracıdır. Pasif istihdam politikası
olarak kabul edilen bu uygulama, aradan geçen beş yıllık bir süreye
rağmen ciddi bir uygulama alanı bulamamıştır. Bu durum ekonominin
çok güçlü olmasından daha çok yasal düzenlemelerden kaynaklanan
bir durumdur. Yasal düzenlemeden kaynaklanan sorunların çözülmesi
halinde, ekonomik anlamda işsizlik ve istihdam sorunlarının
olumsuz etkilerinin giderilmesinde önemli katkılar sağlayacaktır.
