PRIVATIZATION, FOREIGN DIRECT INVESTMENTS AND TRADE OPENNESS IN LIBERALIZATION PROGRESS: COMPARISON OF SOME EU COUNTRIES WITH TURKEY

European Union (EU) has requested to be provided some criteria of the candidate countries for membership. These criteria can be pronounced under four headings such as economic, social, political, and law. The increasing of liberalization with the globalization came into prominence and in the EU membership process liberalization as decisive economic criteria for the countries. Liberalization has some fundamental indicators such as privatization, foreign direct investment (FDI) and trade openness. In this study, it was analyzed the level of the liberalization based on the indicators privatization, FDI and trade openness with using statistical methods between EU member countries’ (Bulgaria, Hungary and Romania) which and Turkey, which have the same income level. Acquired findings showed that it was not a harmony in privatization, FDI and trade openness for not only Turkey, but also among EU countries. In additional, although Turkey has proportionally reached more high values in respect to privatization and FDI, it has been not seen more change in trade openness after 2004.

Avrupa Birliği (AB) üyeliği aday ülkeler için bazı kriterlerin sağlanmasını gerektirmektedir. Bunlar; ekonomik, sosyal, siyasal ve hukuki kriterler olarak dört başlıkta telaffuz edilebilir. Küreselleşme ile birlikte artan liberalleşme, AB üyeliği sürecinde aday ülkeler için belirleyici bir ekonomik kriter olarak ön plana çıkmıştır. Liberalleşmenin; özelleştirme, doğrudan yabancı sermaye yatırımları (DYY) ve ticaret serbestliği şeklinde temel göstergeleri bulunmaktadır. Bu çalışmada, aynı gelir düzeyinde olan bazı AB üyesi ülkeler (Bulgaristan, Macaristan ve Romanya) ile Türkiye için liberalleşme düzeyi; özelleştirme, DYY ve ticaret serbestliği göstergelerine dayalı olarak istatistiki yöntemler ile analiz edilmiştir. Elde edilen bulgular, özelleştirme, DYY ve ticaret serbestliğinde sadece Türkiye değil ve AB ülkelerinde de yeknesaklık olmadığını göstermiştir. Ayrıca 2004 sonrasında, özelleştirme ve DYY’ ler açısından, Türkiye nispi olarak daha yüksek değerlere ulaşmasına rağmen, ticaret serbestliğinde çok fazla değişim göstermemiştir.
