Abstract (2. Language): 
When USSR was collapsed, Turkey and Central Asian Turkish Republics relations entered Turkey's agendum. During the passing process, practical applications gained more significance rather than the theoretical basis. In this text, it is discussed if a theoretical base is possible or not.
