Şüphesiz, XX. Yüzyıl başlarında cereyan eden 2. Dünya Savaşı siyasal ve sosyal sonuçlarının yanında çok önemli ekonomik sonuçlara da yol açmıştır. Savaş ve savaşın yarattığı büyük yıkım devletlerin bütçelerini alt üst etmiş, ekonomilerini felç etmiş, kalkınma hamlelerini ve refah arayışlarını durdurmuştur. Bütün bunların sonucu olarak devletler, savaşın yaralarını sarmak, mali ve ekonomik sorunları çözmek, halkın refah ve mutluluğunu sağlamak amacıyla, kendilerini ekonomiye daha çok müdahale etmek zorunda hissetmişlerdir. Bu dönemde devletin ekonomiye en yoğun müdahalesi, doğrudan işletmecilik yapmak şeklinde ortaya çıkmıştır. Devletin, hemen her alanda işletmecilik yapmaya başlaması, pek çok ülkede kamu sektörünün oldukça genişlemesine yol açmıştır.
