Abstract (2. Language):
U.S. traditionally inward-migration country. Restrictive immigration regulations of the country with this feature for a while, even if interrupted. II. After World War II, the country continues to be one of the countries with the major migration again. Skill levels of immigrants in the country has increased over time. In particular, the brain called the skilled workforce that attracts a high level of education and training in order to almost every corner of the world, and also separated from their land and the potential brain drain ¬ s representing the country at the beginning of the students gathered in the U.S. means. Of course, on world migration, brain drain is not an accident incident to take place in the front row for the ABD'niıı. Followed a systematic policy of promoting this issue identity of the country to give you a center of attraction and conservation of this property are studied.

ABD geleneksel bir içe-göç ülkesidir. Ülkenin bu özelliği göçü sınırlayıcı düzenlemeler ile bir süre kesintiye uğramış olsa bile. II. Dünya Savaşı'ndan sonra ülke yeniden başlıca göç alan ülkelerden biri olma özelliğini sürdürmektedir. Ülkeye göç edenlerin vasıf seviyeleri de zamanla yükselmiştir. Özellikle, beyin denilen vasıf seviyesi yüksek işgücünü çeken ve ayrıca dünyanın hemen her köşesinden eğitim ve öğrenim maksadıyla yurdundan ayrılan ve potansiyel beyin göçünü temsil eden öğrencilerin toplandığı ülke¬lerin başında da A.B.D. gelmektedir. Şüphesiz, dünya göç tarihinde, beyin göçü hadisesi bakımından A.B.D.'niıı ön sırada yer alması bir raslantı değildir. Bu konuda izlenen sistemli teşvik politikası ile ülkeye bir çekim merkezi hüviyeti kazandırılmış olup, bu özelliğinin muhafazasına çalışılmaktadır.
