Abstract (2. Language):
This conference the concept of community development and community development programs try to point out. Planned community development, the statement said circuit a lot, even today, understood and interpreted in various ways.
Statement of community development stature, "a nationwide program of community development planning and project implementation» kullanılmıştr for. First of all, there are benefits to attain clarify this point .... Community development work, small communities (villages and towns) to improve the social and economic aspects of the program implementation, which aims to achieve with the appearance in the State and the public, studies. These studies: a) the power of the State and public voluntary co-operation,
b) encourage self-help,
c) organization of society, based on principles.
Community development, in a sense, we can say the state is a method of service delivery. This method will vary according to the characteristics of the society and to develop and practice the success of the method depends on the development. Community development: expression, indicating that a combination of economic development and our Conditions of sosya4 actually, is a phrase often used for the development of the village, or rather rural development method and purpose of the people of the village.

Bu konferansımızda Toplum kalkınması kavramı ve toplum kalkınması programlarına değinmeye çalışacağız. Plânlı devrede çokça anılan toplum kalkınması deyimi, bugün bile çeşitli şekilde anlaşılmakta ve yorumlanmaktadır.
Konumuzdaki toplum kalkınması deyimi; «yurt çapındaki toplum kalkınması program plânlamaları ve proje uygulamaları» karşılığı kullanılmıştr. Öncelikle bu noktanın açıklığa kavuşmasında fayda vardır.... Toplum kalkınması çalışmaları, küçük toplulukları (Köy ve kasabalar) sosyal ve ekonomik yönlerden geliştirecek program uygulamalarının, Devlet ve halk katılışı ile başarılması amacını güden, çalışmalardır. Bu çalışmalar,a) Devlet ve halk gücünün gönüllü işbirliği,
b) Kendine yardımı teşvik,
c) Toplumun teşkilatlandırılması, ilkelerine dayandırılmıştır.
Toplum kalkınması, bir bakıma, devletin hizmet götürme metodudur diyebiliriz. Bu metod, toplumun özelliklerine göre değişir ve geliştirilir Ve uygulamadaki başarı, metodun gelişimine bağlıdır. Toplum kalkınması: deyimi, gerçekte sosya4 ve ekonomik kalkınmayı bir arada belirten bizim şartlarımızda, çoğunlukla köy kalkınması karşılığı kullanılan bir deyimdir; daha doğrusu köy kalkınmasının metodu ve köy halkının amacıdır.
