Abstract (2. Language): 
The transformation (the private sector has been experiencing) has had impact on public sector, which eventually has felt that it has had to adopt itself to these developments for more than 20 years. Nowadays, many public sector institutions have been in a serious effort to learn by means of ISO studies, benchmarking, total quality management, quality systems. Police organizaiton have to be a learning organization as well. There are two main general functions of police in society: The first one is to prevent crime, the second is to arrest the accused person. To fulfill these functons in human's favour, there is the necessity of being a learning organization. For police organization, first of all and especially, a learning climate should be constituted to become a learning organization. Besides, all members in police organization have to be motivated on being eager to learn. For this purpose, learning skills of police organization may be enhanced by legal arrangements and as a result it might and obliged to become a learning organization.

Öğrenen organizasyon, özel sektör işletmeleri tarafından değişik yöntemlerle kurulmaya çalışılan bir sistem haline gelmiştir. Özel sektör kuruluşlarını öğrenmeye iten teknolojik, ekonomik, politik ve sosyal nedenler son 20 yıldır kamu sektörünü de etkilemeye başlamış ve kamu kurum ve kuruluşlarını değişime zorlar hale gelmiştir. Günümüzde pek çok kamu kurum ve kuruluşu, ISO çalışmaları, kıyaslama teknikleri, toplam kalite yönetimi, kalite güvence sistemi gibi tekniklerle öğrenme yolundadır. Emniyet Teşkilatı da öğrenen organizasyon olmalıdır. Polisin tüm toplumlarda iki temel görevi vardır. Birincisi, önleme görevi, ikincisi ise işlenen suçun sanığını yakalamadır. Bu görevlerin insanlar için ve insanlar lehine yerine getirilebilmesi için öğrenen organizasyon olma zorunluluğu vardır. Öğrenen organizasyon olma yolunda emniyet teşkilatında öncelikle ve özellikle öğrenme ikliminin oluşturulması gerekmektedir. Bunun yanında, emniyet mensuplarının öğrenmeye hazır ha¬le getirilmesi de gerekmektedir. Bununla ilgili olarak bazı yasal düzenlemelerle emniyet teşkilatının öğrenme potansiyeli artırılabilir ve neticede öğrenen organizasyon haline gel¬mesi sağlanabilir ve sağlanmalıdır.
