The increase in capital movements in the last decade and the negative im¬pacts of volatile short term flows on developing and emerging market economi¬es are accepted to be the main causes of the financial and economic crises of the 1990s. The policy choices of the countries in response to capital flows are impor¬tant in offsetting the macroeconomic consequences of the unstable flows. This study includes the impacts of capital flows, the positive and negative aspects of alternative policies, referring to the experiences and stabilization measures of de¬veloping and emerging market countries.

1990'lı yıllarda uluslararası sermaye hareketlerinde görülen artış ve istikrar¬sız yapıdaki akımların gelişmekte olan ülke ekonomileri üzerindeki olumsuz et¬kileri, mali krizlerin oluşmasındaki temel faktörlerden biri olarak kabul edilmiş¬tir. Sermaye akımları karşısında ülkelerin uyguladığı politikalar, akımların neden olduğu makroekonomik sorunların bertaraf edilmesi açısmdan önem taşımakta¬dır. Bu çalışmada sermaye akımlarının, sermaye kabul eden ülke ekonomilerine etkileri, akımlar karşısında uygulanan politikalar, bu politikaların olumlu ve olumsuz yönleri ve gelişmekte olan ülkelerin çoğunda yürürlükte olan istikrar tedbirleriyle karşılıklı etkileşimi açıklanıp değerlendirilmiştir.
