Abstract (2. Language): 
The main role of active labour market policy is regulation of unemployment. Active policies redistribute the risks and burdens of labour market instability from the state to unemployment individuals. Many activation measures create labour supply for precarious jobs and low-paid work. The positive effects of active measures on labour market are uncertain and limited. There is not much proof of a positive relationship between active policies efforts and the unemployment rate. Workfare programmes serve to individualise employment relations, intensify competitive pressures at the bottom of the labour market and enforce low-paid work.

Aktif işgücü piyasası politikalarının temel işlevi, işsizliğin düzenlenmesidir. Aktif politikalar işgücü piyasasındaki, belirsizliğin ortaya çıkardığı riskleri ve yükleri devletten işsiz bireyler doğru yeniden dağıtır. Çoğu aktif hale getirme önlemi, düşük ücretli çalışma ve eğreti işler için işgücü sunumu yaratır. Aktif önlemlerin işgücü piyasası üzerindeki olumlu etkileri belirsiz ve sınırlıdır. Aktif politikaları geliştirme çabaları ile işsizlik oranı arasında olumlu bir ilişkinin olduğuna yönelik çok fazla kanıt yoktur. Çalıştırmacı (workfare) programlar istihdam ilişkisini bireyselleştirmeye, düşük ücretli çalışmayı yaygınlaştırmaya ve işgücü piyasasının en alt kesiminde rekabetçi baskıları yoğunlaştırmaya hizmet etmekledir.
