Abstract (2. Language):
The frequency of the financial crises, as a result of the excessive growth of the capital markets especially for the last twenty years, is attracting attention. With respect to the turmoil starling from the financial markets then spreading to the real sectors, the debate about introducing some measures of controls and restrictions on capital mobility became a current issue again. Tobin tax proposal is a significant one among these discussions. In order to avoid the speculation and instability resulting from the short-term capital movements, James Tobin has proposed a currency transaction tax. By the enormous increase in the volume of the foreign exchange market the importance of the Tobin tax proposal has increased too.

Son yirmi yılda sermaye piyasaları hacminde görülen olağanüstü büyüme ve bu büyüme ile birlikte finansal krizlerin sıklığında görülen artış dikkat çekicidir. Özellikle finans kesiminden başlayıp giderek reel kesimi de etkisi altına alan finansal krizlerin meydana getirdiği çalkantılar sonucunda, sermaye hareketleri üzerine çeşitli kontrollerin ve sınırlamaların getirilmesi tartışmaları yeniden gündeme geldi. Tobin vergisi önerisi bu tartışmalar arasında önemli bir yer tutmaktadır. James Tobin, ktsa-vadeli sermaye hareketlerinin neden olduğu spekülasyon ve istikrarsızlığı önlemek için döviz işlemlerinin vergilendirilmesi Önerisinde bulundu. Döviz piyasalarının bugün ulaştığı olağanüstü hacim ile birlikte Tobin vergisi önerisinin önemi daha da artmıştır.
