Strategy development and strategic planning have become es-sential for almost every institution to fulfill their medium- and long-term goals. Environmental conditions in the future are not as same as the ones which we experience today. Based on this fact, the ins-titutions and the states are in need for having information about the way in which the future will take shape. Predicting the future was a widely-seen study throughout the history. However, unlike in the past, studies which have been done in recent years for predicting the future, have been based on scientific data and have tried to produ-ce methods. The purpose of this study is to highlight the importan-ce of predicting future which is needed for strategic planning, to analyze the major studies and method attempts on this subject in the literature and to make recommendations about the emerging gaps on this subject.

Strateji geliştirme ve stratejik planlama hemen her kurum için orta ve uzun vadeli hedefleri gerçekleştirmek için zorunlu çalışmalar haline gelmiştir. Stratejik yönetim kapsamındaki "iç faktörler" kurumların kontrolü altında gelişebilmektedir. Ancak "dış faktör- 139 ler" gelecekteki "çevresel koşullar"ın etkisi altında şekillenecektir. Güvenlik Söz konusu çevresel koşullar doğal olarak bugün içinde bulunulan Stratejileri çevresel koşullar ile aynı olmayacaktır. Bu gerçekten hareketle, ku- Sayr 15 rumlar ve devletler geleceğin nasıl şekilleneceği hakkında bilgi sa¬hibi olma ihtiyacı içindedirler. Geleceği tahmin etmek, tarih boyun¬ca hep yapılagelmiştir. Son yıllarda bu çalışmalar geçmişte yapıldı¬ğından farklı olarak bilimsel verilere dayanılarak yapılmaya ve bu konuda yöntemler üretilmeye çalışılmaktadır. Bu makalenin amacı, stratejik planlama için ihtiyaç duyulan gelecek tahminlerinin öne¬mini vurgulayarak, bu konuda literatürde yer alan başlıca çalışma¬lar ve yöntem denemelerinin analizini yapmak ve ortaya çıkan boş¬luklarla ilgili önerilerde bulunmaktır.
