Abstract (2. Language):
This project suggests an alternative electoral
system in the election of the university rector in
stead of the prevailed one. The methodology
pursued in the election of rectors is also
problematic just like the other elections. The
university staff are eager to see the correction of
irregularities wearing out the university and having
many externalities on the operation of this
institution.
The regulation of the elections such a way as to
reflect the free will can enable to solve many
problems from its scratch. Hence, this study intends
to show what sort of critiques have been directed to
the established electoral system so far, and to find
out what kind of electoral system should be
adopted.

Seçimlerde, seçim sistemlerinin hür iradeyi
yansıtabilecek şekilde olması tartışma
yaratabilecek birçok konunun baştan
çözümlenmesini sağlar. Bu çalışmada da ortaya
konulmak istenilen, rektörlük seçim sistemine
yönelik eleştirilerin neler olduğu ve alternatif bir
seçim sisteminin nasıl olması gerektiği sorularına
yanıt bulabilmektir. Demokratik bir yönetimin
oluşumunda seçim ve seçim sistemi temel
unsurlardır. Demokrasinin vazgeçilmezlerinden
olan seçim, üniversitelerimiz için de böyledir.
Üniversitelerde özellikle yönetimin başında
bulunacak kişinin seçiminde kullanılan seçim
sistemi, yönetimin belirlenmesinde anahtar rol
oynayacaktır.
