Abstract (2. Language): 
The democratic structure of the EU deserves to be analyzed and debated thoroughly especially because of the multicultural and multilingual structure of the Union which is composed of 25 different member states. To what extent the EU is a democratic union is the main concern of recent arguments. Since the concept of democracy has always been thought and practiced together with the concept of nation state, to equip the EU’s governance with democracy stands out the main difficulty for politicians and academicians. Democracy is a political method for organizing public life that reflects the concerns and articulates the interest of the demos. Taking a single definition of Democracy such as this one immediately rise a question is there a demos for the applicability of democracy in the Union? Therefore, the main problematic of this paper is to compile democratic theory and the EU’s ontological properties so that we can question the possibility or the existence of a European demos. As the arguments on the democratic governance in the EU designate, there seems to be several reservations concerning the quality of the EU’s governance in democratic theory which is largely thought and executed in a nation state context. In a different context, democracy, by definition, is a means of realizing common good of people; and democracy theory is tightly associated with some contemporary concepts like pluralism, civil society and societal networks. The attention paid to particularly the network concept is on rise as many think the governance of the Union includes a multitude of demos.

AB’nin demokratik yap+s+ hakk+ndaçe-itli tezler ileri sürülmesine kar-+n, temel problem 25 farkl+ üye ülkeden müte-ekkil olan Birli/in çokkültürlü ve çok dilli yap+s+d+r. Burada temel zorluk, AB’nin demokrasi konseptiyle bir yönetim olu-turmas+na ulus-devlet yap+s+n+n meydan okumas+d+r. Pek çok demokrasi tan+m+ndan herhangi birini referans ald+/+m+zda, demosu olu-turan kamu hayat+n+ -ekillendiren politik yöntem kar-+m+za ç+kmakta. Bu noktada AB’nin demokratik yönetimi Avrupa halk+ (demos) olup olmad+/+sorunu ortaya ç+karmaktad+r. Bundan dolay+, tebli/imizin temel problemati/i, demokrasi kuram+yla AB’nin ontolojik unsurlar+ ve demokratik ilkeleri yönetebilecek Avrupa halk+n+nyarat+l+pyarat+lamayaca/+olacakt+r. Bu ba/lamda tan+molarak demokrasi, insanlar+n ortak iyili/i ke-fetme amac+n+ ta-+r ve daima ço/ulculuk, çokkültürlülük, sivil toplum ve ileti-im a/+ gibi ça/da-kavramlarla birlikte anlam kazan+r. Burada “a/” terimi bir sosyal düzenin özgün bir tipine kar-+l+kgelmekte ve kendi özgü hiyarar-iilkeleri kuran “devlet” ve anar-i ilkelerine dayanan “market” modellerinden oldukça farkl+la-maktad+r. Toplumu özerk altsistemlere bölen örgütsel bir form olarak alg+lanan “a/modeli”, karar alma mekanizmalar+na devletle beraber taoplumun farkl+ ve breysel talepleri birbiriyle çat+-an kesimlerini de dahil etme çabas+n+ içermektedir. Böylelikle farkl+ sosyal aktörler temsiliyet hakk+ kazan+rken, ayn+ zamanda, küçük ölçekli kimlikler de korunmu-olacaklard+r.
