Abstract (2. Language): 
One of the tourism development basises is cultural attraction.We can mention it historical buildings, museums, architecture, culture and special customs of each area , such as local music, food , clothing , hand-made industries and ….as the most importan basis of cultural tourism shapable.Tourism and special cultural tourism .can have new door of recognition , development and stability for communities .the target of this article is addition to study of positive and negative effects of citizen tourism development .the role of cultural and social changes, and perception manner of citizeness from the diffrent effects of tourism development on citizen cultural development in detail. Prepared writings are analytic application search and based on quantity way in analysis in givens .it is used of questionnair technique for analysis of sari citiznnes opinions.the bulk based on moargan table is estimated 269 people and is used of spss software for givens analystic .the results of analysis show that citizen tourism have not only positive tourism effects on community but also cause variouse economic social and environmental effects in the host city.
