Abstract (2. Language): 
The basis of Post Keynesian school that became strong more and more in the 1980s goes as far as Neo Classical Synthesis that reconciled the Keynesians and Neo Classical economists in the begin of 1950s. The most important base of Post Keynesian view is; economies wouldn’t come to full employment equilibrium automatically even in the long run and the general situation is less-than-full-employment equilibrium. Post Keynesian economists aren’t homogeneous group but all of them combine with around the principles that disequilibrium, Keynesian uncertainty, unstable investment function, the important of Money and contracts, endogenous money supply, the important of economic and political institutions and distribution of wealth, historical time. All of Post Keynesians believe that government intervention to economy is necessary both in the long run and in the short run. There are some groups have different view about the effectiveness of fiscal and monetary policies in Post Keynesian school. Hyman Minsky and Paul Davidson believe that unemployment can reduced by using only monetary policies, but according to Nicholas Kaldor and Basil Moore unemployment can't reduced by this way. Post Keynesians agree that fiscal policies are effective over income distribution but this policies area inadequate. So they recommend income policies with traditional fiscal and monetary policies.

1980‟lerden itibaren giderek güçlenen Post Keynesgil okulun temelleri, 1950‟lerin başında Keynesgil ve Neo Klasik iktisatçıları uzlaşma noktasına götüren Neo Klasik Sentez‟e kadar uzanır. Post Keynesgil okulun dayandığı temel nokta; ekonomilerin uzun dönemde dahi kendiliğinden tam istihdam dengesine ulaşamayacağı, genel durumun eksik istihdam dengesi olduğu fikridir. Post Keynesgiller homojen bir grup olmamakla birlikte tümü dengesizlik, Keynesgil belirsizlik, istikrarsız yatırım fonksiyonu, paranın ve sözleşmelerin önemi, para arzının endojenliği, ekonomik ve politik kurumların, gelir dağılımının önemi ilkeleri etrafında birleşirler ve devletin hem kısa hem de uzun dönemde ekonomiye müdahalesinin gerekli olduğuna inanırlar. Post Keynesgil grup içinde para ve maliye politikalarının etkimliği konusunda farklı görüşlere sahip gruplar mevcuttur. Nicholas Kaldor ve Basil Moore gibi bazıları işsizliğin tek başına para politikası ile azaltılamayacağına inanırlarken, Hyman Minsky ve Paul Davidson ise para politikasını işsizliği azaltmanın etkin bir aracı olarak görürler. Maliye politikasının gelir bölüşümünü etkileme açısından etkin, ancak yetersiz olduğunu kabul ederler, geleneksel para ve maliye politikları yanında gelirler politikasını da önerirler.
