The Academic and Educational Profile of The Institutions Educate Health Administrators at Licence Level

Abstract (2. Language):
With this study, a profile related to the academical and educational status of health
management in Turkey which is a professional job has been tried to be revealed. The
health departments that provide health management education in Turkey constitute the
universe of this research which was carried out with quality of descriptive scanning
model in October 2009. 2009 OSYS Higher Education Programmes and Contingent
Guides as well as 2009 OSYS Additional Placement Guide have been availed in the
research in an attempt to determine the departments that provide licence education
related to health management in Turkey. The form that is prepared to determine the
academical profiles of the related departments is filled in accordance with the
information on the web sites of the departments. The information is limited with the
departments with students and the information on the web pages of the departments.
In the research it is revealed that;
The departments like health management etc. can be found in 13 universities,
12 of them take students, 50% of the departments are in health sciences
faculties, 25% of them are in health colleges and 25% of them are in Faculty
of Economic and Administrative Sciences in Turkey.
The great majority of the staffed instructors of the department is in Marmara
University with the number of 22 and that Kırıkkale and Aksaray universities
have no available staffed instructors in the department.
The grade type that is the basic grade for taking students in the departments
educating health managers changes according to being faculty or higher
education. Considering the total number of courses of the departments as compulsory and
selective, Kırıkkale University program has the greatest number (74) of the
courses, Okan University program has the greatest number of selective
courses and Kocatepe University program has the least number of selective
courses.
As a result of the research, it also is being considered that the studies aiming to
raise the academical staff of the departments shall be continued, the grade type which
is the basic for taking students shall be the sole sample, program evaluation studies
shall be made in an attempt to raise the number of selective courses that are responsive
to the interests and needs of the students.

Bu çalışma ile profesyonel bir meslek olan sağlık yöneticiliğinin Türkiye’deki
akademik ve eğitsel durumuna ilişkin bir profil ortaya konulmaya çalışılmıştır. Ekim
2009 tarihinde betimsel tarama modeli niteliğinde gerçekleştirilen bu araştırmanın
evrenini Türkiye’deki sağlık yönetimi öğretimi yapan bölümler oluşturmaktadır.
Araştırmada Türkiye’de sağlık yönetimi ile ilgili lisans eğitimi veren bölümleri tespit
etmek için, 2009 OSYS Yükseköğretim Programları ve Kontenjanları Kılavuzu ile 2009
OSYS Ek Yerleştirme Kılavuzu’ndan yararlanılmıştır. İlgili bölümlerin akademik
profilini saptamak amacıyla hazırlanan form bölümlerin web sayfalarında yer alan
bilgilere dayalı olarak doldurulmuştur. Bilgiler öğrenci alan bölümler ve bölümlerin
web sayfalarındaki bilgiler ile sınırlıdır.
Araştırma da;
Türkiye’de 13 üniversitede sağlık yönetimi vb. bölümlerin yer aldığı, 12‘sinin
öğrenci alımı yaptığı, bölümlerin %50 sinin sağlık bilimleri fakültelerinde,
%25’inin sağlık yüksekokullarında ve %25’inin ise İktisadi ve İdari Bilimler
Fakültelerinde yer aldığı,
Bölümde kadrolu öğretim elemanı sayısı en fazla 22 öğretim elemanıyla
Marmara Üniversitesinin olduğu, Kırıkkale ve Aksaray Üniversitesinde bölümde
kadrolu olarak görev yapan öğretim elemanı bulunmadığı.
Sağlık yöneticisi yetiştiren bölümlerin öğrenci alımında esas olan puan türünün
fakülte ya da yüksekokul olma durumuna göre değiştiği,
Bölümlerin toplan ders sayıları zorunlu ve seçmeli ders olarak ele alındığında
en fazla derse (74) Kırıkkale Üniversitesi programının sahip olduğu, en fazla seçmeli derse Okan Üniversitesi programının, en az seçmeli derse ise Kocatepe Üniversitesi
programının sahip olduğu tespit edilmiştir.
Araştırma sonucunda; bölümlerin akademik kadrolarının artırılması yönünde
çalışmaların devam etmesinin, öğrenci alımına esas olan puan türünün tek örnek
olması için çalışmalar yapılmasının, bazı bölümlerin programlarında öğrenci ilgi ve
ihtiyaçlarına yanıt verecek seçmeli ders sayılarının artırılması amacıyla program
değerlendirme çalışmalarının yapılmasının uygun olacağı düşünülmektedir.
