Bu makalenin amacı, yasama üyelerinin görev sürelerine getirilecek bir sınırlamanın
siyasal sistem üzerindeki etkilerini, 1990’lı yıllarda ABD’de gerçekleştirilen uygulamaların
ışığında incelemektir. Bu uygulamayla yasama organının işleyişinde ortaya çıkacak
değişimlerin neler olabileceği, giden üyelerin yerine kimlerin geleceği, dönem sınırlamasıyla
yasama otoritesinin nasıl etkileneceği, seçimlere olan ilgi ve katılımın ne düzeyde değişeceği,
çıkar ve lobi çevreleriyle yasama organı arasındaki ilişkilerin zayıflayıp zayıflamayacağı, yeni
üyelerin yasama konusundaki bilgi eksikliklerinin getireceği olumsuzluklar, onların yasama
işlemlerine kısa sürede uyum sağlamalarının hangi faktörlere bağlı olduğu araştırma
bulgularının ışığında analiz edilmekte ve sonuç bölümünde dönem sınırlaması uygulamasının
geleceği konusunda bazı değerlendirmelere yer verilmektedir

The aim of this article is to examine the effects of term limits for lagislators in the
light of the practises carried out in the USA in the 1990’s. It is analyzed in the light of the
research findings what changes might occur in the operation of the legislature with this practise,
who are possibly to be elected for the place of former lagislators, how the authority of
lagislature is to be affected, to what extent interest and participation in the elections is to
change, wheather the relations between interest groups and the legislature are weakened, what
would be the setbacks brought about by lack of information of the lagislators about legislative
procedures and upon what factors are the quick adaptation of the lagislators to legislative
procedures dependent. In the section of conclusion, some evaluations are made about the future
of the practice of term limits.
